For those who've killed as much as Kuroko Koumori, there is no doubt that they've lost their sanity. Now given a second chance to remain in society as a State-Appointed Executioner, Kuroko and a girl named Hinako Tozakura are charged with hunting down other killers. While Hinako is a rather happy-go-lucky girl that drives ferraris without a care for the rules of the road (or gravity, for that matter), Kuroko—who Hinako affectionately addresses as "Kuu-chan"—is more of a lascivious lesbian with razor sharp instincts and an impressive aptitude for murder.
